On September 24, 2022, the President of the Russian Federation Vladimir Putin signed a Decree “On Granting a Deferment From Conscription for Military Service on Mobilization”.
The text of the Decree:
In accordance with paragraph 2 of Article 18 of the Federal Law of February 26, 1997 No. 31-FZ “On Mobilization Training and Mobilization in the Russian Federation”, I hereby resolve:
1. To establish that the deferral from conscription for military service on mobilization is provided to students studying in intramural and intra-extramural forms of study under state-accredited educational programs of secondary vocational and higher education in state educational institutions, scientific organizations and receiving education of the appropriate level for the first time.
2. This Decree shall enter into force on the date of its signing and shall apply to legal relations that have arisen since September 21, 2022.
