On October 21, 2022, an extended meeting was held with heads of departments, heads of structural units, services and departments, devoted to measures taken in the region and the university, within the framework of the Decree of the President of the Russian Federation “On measures carried out in the constituent entities of the Russian Federation in connection with the Decree of the President of the Russian Federation of October 19, 2022 No. 756”.

Rector of KSMU Professor Victor Anatolyevich Lazarenko informed the university staff that within the framework of this decree, a medium-level response regime was introduced in the territories of the Republic of Crimea, Krasnodar Krai, Belgorod, Kursk, Bryansk, Voronezh and Rostov regions and the city of Sevastopol, as well as on the need to ensure strict compliance with the requirements for anti-terrorist protection of facilities and territories of our university, bringing civil defence shelters into proper condition and personal responsibility of heads of structural units for the fulfillment of these requirements.

Victor Anatolyevich also reported that on September 20, 2022, the first meeting of the command unit of our region was held under the leadership of the Governor of the Kursk region, at which a decision was made on the composition of the command unit and on measures to improve the security of civilian vital infrastructure in Kursk and Kursk region. It was decided that the measures taken earlier in the region within the framework of the “yellow level” of terrorist threat were sufficient. Additional actions directed on strengthening of protection of infrastructure and education objects should not be put in, – Victor Anatolyevich told. – There will be no restrictions on the movement of Kursk citizens. In the border areas, as well as at the entrance to Kurchatov, the access regime has been strengthened. The new regime does not introduce any other aspects into the lives of Kursk citizens.

Yuri Petrovich Avdeev, Head of the Department for Ensuring Safety in Civil Defense and Emergency Situations, reported on the events on anti-terrorist security measures held in KSMU within the framework of the Decree of the President of the Russian Federation of October 19.

An access system, as well as video surveillance, operate in the university. The operation of existing video surveillance systems and technical means of voice notification is monitored. Together with the supervisers and heads of dormitories, the inspection of attic and basement premises is provided. The availability of keys to premises, emergency exits and exit gates at life safety, civil defense and emergency response posts is ensured.

Transport entering the territory of the university is inspected. Corridors in educational buildings and hostels are carefully checked for the presence of bags or packages left without the owner. All students were also verbally warned that they should not touch foreign objects, such as toys, phones, tablets, and so on.

All rooms have evacuation plans, all exits are checked. KSMU also has a closed redundant warning channel. Training was carried out in accordance with the algorithm of actions in case of terrorist danger.

– I urge everyone to be extremely attentive, but thus calm, all necessary actions for ensuring safety in KSMU are fully implemented – Victor Anatolyevich concluded.
