The Minister of Health of the Russian Federation Mikhail Murashko and the Head of the Ministry of Economic Development Maxim Reshetnikov held a meeting with representatives of pharmaceutical companies – members of the Advisory Council on Foreign Investment, dedicated to the issues of uninterrupted medicines assistance.
Mikhail Murashko said that the Government has made serious solutions both in the field of regulation of the circulation of medicines, and in the field of peculiarities of public procurement of medicines, new opportunities for re-registration of prices and financing of medical support within the framework of compulsory medical insurance. All of them are called on to ensure stability in the medicine market and to prevent their shortage.
– In particular, 240 billion rubles were advanced within the framework of the compulsory medical insurance, which is up to 80% of all expenses of medical organizations for medicine assistance. – The Minister said. – This enables pharmaceutical manufacturers to clearly plan the production and supply of medicines. Today, thanks to the labeling system, we see the movement of medicines, their remains in each region and the introduction into civil circulation in real time. This allows us to determine with high accuracy the positions for which a decrease in availability is possible in the future and take the necessary measures in advance.
When answer the questions of representatives of the pharmaceutical business, Mikhail Murashko emphasized the possibility of creating and using domestic standard samples by foreign manufacturers who have localized the production of drugs in Russia, which will greatly simplify their activities in the conditions of complicated logistics. The work on expanding the production of Russian standard samples on behalf of the Minister is being carried out by the Scientific Center for the Examination of Medical Products subordinate to the Ministry of Health.
In addition, in order to further simplify access to medicines to the market, Mikhail Murashko said that “in the nearest future, there will be worked out the possibility of using data on pharmaceutical substances previously included in the registration certificate of other drugs, without the need for additional examinations.”
– At the same time, despite certain simplification and acceleration of procedures, we continue to keep the absolute priority of the quality of medicines that are available on the market of our country. Our patients can be sure that they receive safe and effective medications. In this sense, there will be no compromises, – said the Minister of Health of the Russian Federation.
